THE ROLE OF INFORMATION AND COMMUNICATION TECHNOLOGY IN THE MANAGEMENT OF TERTIARY INSTITUTIONS (A CASE STUDY OF THE POLYTECHNIC, IBADAN, ADESEUN OGUNDOYIN CAMPUS, ERUWA)

ABSTRACT

          The study investigated the “Role of Information and Communication Technology in the Management of Tertiary Institutions.” (A case Study of The Polytechnic, Ibadan, Adeseun Ogundoyin Campus, Eruwa). Descriptive survey was employed with the simple random sampling technique in obtaining data from a sample of 100 respondents comprising of students, non-academic staff members and academic staff members selected from Mass Communication Department, Computer Science Department, Business Administration Department, Office Technology Management Department and ICT lecturers in the Computer Science Department of the Polytechnic, Ibadan, Adeseun Ogundoyin Campus, Eruwa by the researcher. Four research questions were raised to guide the study. The research questions were subsequently tested using mean rating statistics. Data analysis revealed that ICT in the Polytechnic, Ibadan, Adeseun Ogundoyin Campus, Eruwa has been promoting the manipulation of existing information, confined to high level research, influenced the personnel management’s efforts, contributed to the function of personnel management  helped in monitoring the work commitment of the staff, centrally controlled the activities involved in various offices, monitored the pay-roll schedule of the staff members, increased administrative efficiency, minimized paperwork load of the personnel management and facilitated faster transmitting of information between personnel management and other staff members in the Polytechnic, Ibadan, Adeseun Ogundoyin Campus, Eruwa.

1.0     INTRODUCTION
1.1     BACKGROUND OF THE STUDY
          The world is growing at a very fast rate with regards to Information Technology and human resources management processes and methods. Information and Communication Technology (ICT) provides adequate potentials for enhancing productivity of human resources in small and large organizations, although; the gains of information and Communication Technology in the industrialized countries have been noted to be far reaching than in the developing countries.
          Agenti (2002 – 2003) argues that, since contemporary organizations become more focused on retaining a happy workforce with changing values and different demographics, they have necessarily had to think more seriously about how they communicate with employees.
          Every organization including educational institutions need to give the internal audience equal attention to those external organization (Wright 1994). Dolphin (2005) noted that ‘communication professionals have to recognize the importance of integrating the internal messages communicated externally.” 
          “as societies develop, therefore, technologies of handling information become more sophisticated because a combination of older and new technologies can be used simultaneously. For example, in a first phase of human development, (nomadic hunting and gathering communities) the technology of processing information was organic” (Kamuzora, 2006).
