INTRODUCTION
1.1 BACKGROUND OF THE STUDY
In recent years more especially personnel appraisal system has continued to find a means by which the manual method of recording or processing personnel system can be converted to computer processing method.  Concept of computerized system had been instruments for the achieve of individual and groups goal or objective.
However, computerization is beset with many problems which affect its level of operation, it is based on the fact that authors in system analysis information media labour themselves to write about computerization personnel system and taking in consideration in order to bringing a successful input or output of the information system into existence, how to increase efficiency and effectiveness of result and how to eliminate many problems associated with the manual method of data processing.
Therefore, without doubt it can be proved boldly that computerized information system relief the personnel managers of all those time consuming routine task which otherwise weigh the department down while at the same time realizing the true productive role of personnel in modern day business industries etc.
The research work is carried out to computerize the personnel appraisal information system.  The expected computerized system arrived at in this work aim at the problem, needs requirements and specification.  Therefore there work is done as to study in whole what are the causes of all these problems and in particular to develop a personnel appraisal system in the case study.
Finally, the recommendation shows that if computers used in carrying out the job of personnel appraisal system it would be successful and easier to compile.

1.2 STATEMENT OF PROBLEM
This research work is carried out to design or rather computerized the personnel, information system the expected computerized system arrived at in the ending of this work after critical study are Made of what are the problems needs requirements and specification of I.M.T.

1.3 PURPOSE OF STUDY
It is not uncommon for system so developed to one serious problem after they have been installed, thus they require expensive modifications.  In short the method used for developing most system is often both inefficient and ineffective.
Traditionally management succession planning depend either on the grapevine on personnel executives coming through substantial numbers of manually held records hold in office flat files.  All the data about employee are kept and recorded by hand.  It is t be noted here that much more time will be consumed using these methods where large members of staff are involved, in most cases employee are found to have different issue with the personnel department, a worker may want to discuss with the department based on salary advance loan, and annual leave so on, thus, it will be seen that going through the cabinet and checking for the records of staff in their respective file will be very tedious and consume a lot of time.
Without doubt it can be proved boldly that computerized information system relief the personnel managers of all those time consuming routine tasks case study which otherwise weigh the department down while at the same time realize the true productive role of personnel appraisal system in modern day business industries and public service.
Therefore, there is need to establish a research to study.  In whole what are the causes of all these problems.  Develop a personnel information system for the case study.  
Not only that will enable results to be obtained from the system as soon as possible, the lapse and reasons for this will be addressed.

1.4 AIMS AND OBJECTIVES
This study to a large extent will influence the existing system of operation.  A critical analysis of the present mode will be made and factors affecting it determined.
The aims and objectives of this study cannot be over emphasized as its usefulness will cut a cross the entire department in institution of management and Technology Enugu.
All activities carried out by the entire department and tailored towards the proper functioning of the personnel system.
In other words, the proposed system to be arrival at as the output of the study will among other aid in the following.
i Storage of large volume data with ease retrieval 
ii Generation of variable number of reports.
Iii Major assistance in decision making in I.M.T.

1.5 DELIMITATION OF THE STUDY
The project scope is based on institute of management and Technology (I.M.T.) aids its research is to the personnel management as practical in the case study.  Further more some of the principle adopted in this study would be useful to any establishment encountered with the same kind of problems in handling their respective personnel management information system.

1.6 LIMITATION
Actually, the scope of this study were limited to most parts of the work due to short time and also lack of some vital information from my case study.
However, with some resources available, which was gotten from groups and individuals that in one way or the other have been affected by the same study. This individual include mainly staffs and workers of IMT made the research quites complex and enormous a lot of set backs were encountered mostly the limited time that I had.

1.7 DEFINITION OF TERMS:
For the avoidance of ambiguity and in order to guide against misconception of ideas, it is necessary to define some concept in the research.
PERSONNEL SYSTEM: This checking recording and keeping the data fo employees in an organization.  It also deals with the salary advance, loans and annual leave of a employee and management of the organization.
COMPUTER: This is an electronic machine which is capable of accepting information as input and process it then gives output data.
SOFTWARE: This is the inner components of computer capable of doing all the spiritual work in a system Example storing, retrieval processing.

    On the other hand, from about the three middle 1970’s there have been several types of evidence indicating growing awareness of Childs birth as a problem, this has gone a long way in monitoring birthrate in hospitals and health centres reduction in attitudes favourable to it in the global Network and the formulation of policies and law designed to curb it.

1.1 INTRODUCTION
the increasing attention to research on early brain development and on short-and long-term effects of children’s  participation in quality early childhood program along with the growing government commitment of lifelong learning in the Education for all conferences  (1990,2000) has led to growing interest in early childhood programs and services in counties around the world.
    It important in collecting accurate and useful information in about childhood service in persecutor country or region. The guidelines presented forces on two areas of particular concern for policy-makers data collection and system  monitoring. To accommodate the needs of boths developing and developed Nations we offer a number of different approaches  to data collection and monitoring. Provide practical example of data collection methods that can be used t examine courage and quality two areas that are especially important for policy-making decisions. Finally the unique demands of collecting data to be used in cross- national research.
    The major type of early childhood services in both developed and developing countries the general information about early childhood policies, indicators, and methods of data collection. The two specific example of early childhood policies, with suggest indicators for these policies and recommended methods of data collection. 1.2 STATEMENT OF PROBLEM

    Population commission due to the fact that they don’t take birth rate monitoring as a particular sector to monitor, but also emphasis  on other aspect concerning children such as  their right Education. Lack of sophisticated machine for the purpose rather it uses the old system to monitor work, the negligence has made report to parents and the National population commission.
    Although the National Populating commission being represented at the hospital by one of its staff to be manually taking  record of event so as to enable the National population commission have on to up-to data records of every newly born baby.
    Thus, its necessary for the health institution to introduce on information system that would be used for the recording of event regarding and complication related to pregnancy. 

1.3 PURPOSE OF STUDY
the purpose of the study is to design an on line information system that would help to solve all the problems encountered in this health institution while monitoring pregnant parents and development of effective child labour intentions and prisons of important tools of study  birthrate.

1.4 OBJECTIVE OF STUDY
    the study will be of immense importance health institution through the united Nation children fund (UNICEF) Enugu not only them but other health institution that would want to embank of online birth rate information monitoring system.
The objective can be as follows:-
a)  Generation of valid and reliable quantitative data on child     labour.
b). serving as a monitor and regulatory on line information system to check the mistake associated with adulterated birth registration.
c). for the development of effective child-labour interventions  and provision of important for designing, implementing and monitoring effective policies and programmes on child-labour
d). Increases the scope of the computer application in our health institution.
e). Assist the national population commission in the provision of numbers of newly born babies into the nation.
f). Increases importance to the nation with the objective of keeping track of newly born babies so as to avoid poverty.
g). Making birth registration easy and cheap for the beneficiaries as regards to its manual method.

1.5 SCOPE OF THE PROBLEM
the study of this project was suppose to include birth and death rate of child, that is the registration of death of citizen and that of birth of citizen but for obvious reason, the scope is limited to birthrate monitoring information online system with a case  study of united Nation children fund (UNICEF) Enugu.
    The survey which had a national coverage, including the 36 states of the federation including the federal capital territory it was design to investigate all aspect of work carried out by children and pregnant mothers.

1.2 STATEMENT OF THE PROBLEM

(iii) Health (tuberculosis) screening is another problem in visa processing system since it valid for larger than six months in certain countries now require a certificate to show that they are free from infections tuberculosis (TB) before that person will travel to overseas.  The Government announced on 21 July 2005 its intention is to implement the first phase of an overseas screening programme for TB for people applying to enter the UK for more than 6 months in four year strategy earlier this year.  The benefit of the programme is that successful applicants will benefit on arrival in the UK as they will not need to be referred to the port medical inspector before being allowed to enter the country.

1.3 PURPOSE OF THE STUDY
    The UK purpose of study in visa processing system is to achieve the following Diplomatic mission.

·                    Diplomatic Mission are established in accordance with the erovisions of the Vienna convention on Diplomatic relations 1961.

The good management of our diplomatic mission is essential to the success of their work.

1.4 OBJECTIVE OF THE STUDY
    UK visas began life as the joint entry clearance unit (JECU) in June 2000.  it was established jointly by the foreign and common wealth officer and the home office to manage the UK’s entry clearance (visa) operation.
    Visa or entry clearance applications are processed by entry clearance officers in UK embassies, high commissions and consulates abroad, collectively known as UK missions.  UK visas work closely with the immigration and Nationality Directorate (IND) of the Home office, the Government department responsible for immigration policy and dealing with applications from people already in the UK to extend their stay; or to change their immigration status.  UK visas reports to a joint management board of senior foreign and common wealth (FCD) and Home office officials and to ministers in both departments.

1.5 SCOPE OF THE STUDY
    The scope of the study is concerned with the review to improve.  Britain’s competitiveness as a destination for travel, trade, immigration and investment and to bring communities together.  Specifically the study covers such areas like how UK visas will deliver the border objectives set by our parent department, such as the home office and the foreign common wealth office in order to achieve a balance between managing people’s travel and migration, and also preventing illegal immigration.  In this study new computerized system is produced / designed after the critical analysis of the existing system of British embassy and visa processing information system.

EMBASSY:-    It is a building in which a group of official led by an ambassador work in order to represent their government in a foreign country e.g. American embassy in London.
HIGH COMMISSIONER:-   It is a person who is sent by one commonwealth country to live in another, in order to protect the interests of their own country
IMMIGRATION:-    It is the process of coming to live permanently in a country that is not your own.
COMMON-WEALTH:-  It is an organization consisting of the United Kingdom and most of the countries that used to be part of the British Empire.

A quality control system in production management is a qualitative technique with strong financial implications having direct relationships with production, marketing, purchasing and financial politics.
Also, it is a system used in the management of stocks held by any organisation as it concern addition to, storage and removals from the trading stock with appropriates record keeping.
ANAMMCO LTD, Enugu as an assembly plant maintains a large amount of stock vehicles spare parts which are imported from any of her vendors, Vce:- MBAG.  Mercedes Benz AG Germany, MBBRAS.  Mercedes – Benz 
All these are logical yet, stocks accumulate due to the Less promise worthy reasons which are:-
(a)   Obsolete items are retained in stock
(b)   Poor or non-existing inventory control resulting in over targe orders, replacement orders being out of phase with production etc.
(c)   Inadequate or non-existing stock records
(d)   Marketing departments.
Whether as a deliberate policy or not, sticks, represents an investment by the organization.  Thus, as with any other investment, the cost of holding stock most be related to the benefit to benefit to be gains.  To do this effectively the cost must be identified and this can be done in the three categories:-
(a)   Cost of obtaining stock
(b)   Stock out costs. 
All these spare parts which may how similar menu by description varies greatly among themselves depending on the type or model of vehicle using them.  Thus, the management and operation of stories function and the control of stock on only be performed in on efficient manner when there is an appropriate means of up turning and storing information and a facility for the analysis and use of this information.
In the light of the above, ANAMMCO Ltd Enugu maintains a visible record system returned to as KARDEX, a manual form of inventory control system.
As a prerequisite in any quality control system, ANAMMCO Ltd maintains a peculiar but unique coding system such that all the numerous spare parts are each uniquely coded and identified for accurate and specific information on them.
The operation of the KARDX was often prove to redundancy or duplication of items whenever there is instilling; it requires a lot of paper work with their possible variations or discrepancies during documentation; it involves, so many people thereby investing a lot of man hours; increased cost of procure storage of non-moving or obsolete items leads to customer dissatisfaction due to time wasting and unavailability of information.  Thus, the efficiency of the system is greatly dependent on human factor and as such accuracy.
So, it is an attempt to rectify and modify the above inadequacies that we have decided to develop and implement on integrated computerized stock control system so as to maximize the operation efficiency, ensure customer satisfaction based on quick. 
Services, minimize the non-hour requirement involved, reduce the running costs, guarantee accuracy and at the same time generate reports that assist management in her decision making as it concerns planning, organizing and controlling.   

1.2   BACKGROUND OF THE STUDY (MB-ANAMMCO LTD) ENUGU.
After the recommendation of the fourth (4th) National Development plan in 1975 to increase the number of automobile plants in Nigeria in order to address the problem of transportation, a Mercedes Benz Plant was chosen.  Other reasons for establishing the plant being to:
(a)    Diversification and Rapid industrialization of the Nigeria Economy
(b)    Modernization of industrial workers
(c)    Indigenous man-power training
(d)    Technology transfer and
(e)    Manufacture and Assembly of Mercedes Benz commenced vehicles and trucks in Nigeria.
MB-ANAMMCO LTD, as it is famious by known and called means Mercedes-Benz Anambra motor manufacturing company limited Enugu.  This company is strategically located along IBB A port link Road Enugu Industrial Layout Enugu.
The plant is a joint owned by the Government and people of the federal Republic of Nigeria and Daimier-Benz AG of Germany.  Their share equity is in the ratio 60% to Nigeria and 40% to Daimier, Benz AG Germany.
Therefore Mercedes-Benz ANAMMCO LTD, Enugu was Licensed to manufacture Mercedes Benz commercial vehicles in Nigeria.
The company was incorporated in Nigeria as a private limited liability company on the 17th the day of January 1977.  On the 12th day of May 1978, it’s foundation store was laid by colonel John Atom Kpera the then military Governor of ANAMBRA States (Now, ENUGU and ANAMBRA STATE).  Later on the 8th day of June 1980, Mercedes-Benz ANAMMCO LTD, was commissioned by Alhaji Shehu Usman Aliyu Shagard, the them president Head of state and commander in client of the Nigeria Armed forces; ANAMMCO LTD, commenced production officially on January 1981.  Ever since them her services network is speed throughout Nigeria.  The company uses foreign and local contents in the manufacture of the Mercedes Benz commercial vehicles.

1.3   STATEMENT OF THE PROBLEM
It is a common knowledge that decision makers in any organization require information to perform the great functions of planning, producing and controlling.  Therefore, it is necessary to discover and adequate means of making the information available to every on concerned.  This is because, for decisions to be made correctly, the information must be consistent, accurate, timely and reliable.
Thus, this work is aimed at developing and implementing an integrated computerized quality control system in production of an automobile firm (case study ANAMMCO LTD ENUGU NIGERIA). 

1.4    PROBLEMS OF THE STUDY
1.  The encountered when carrying out this study are that obtaining necessary information from staff of Anammco was not easy because some of their information are regarded as company secret.
2.  Production of spare parts on manual approaches has been very difficult.
3.  There may be inadequate or non-existent stock records.
4.  Obsolete items are retained in stock, which makes it difficult for one to know the overall items in stock.
5.  Finally, problem of fund, the economy is bed, so to get money now is difficult.

1.5   THE PURPOSE OF THE STUDY
The objectives of this work inadequate the following:
1.  To ensure appropriate stock quality control coding with a view to minimizing stock redundancy or duplication inherent in the manual system of quality control system in production.
2.  To ensure operational efficiency thereby maximizing the customer services level with in level with I menaced accuracy.
3.  To generate consistent, accurate timely and reliable reports that assist the management in her decisions as it affects the stock and the organization for effective pleasing, organizing and controlling.

1.6   SCOPE OF THE STUDY
Even though that Mercedes-Benz Anammco Ltd, is the case study with her divers inventories, this work is only continued to the administration of spare parts (finished good type of inventory) as it concerns ordering, Receipts, soles and Reports.
Therefore it excludes the W-I-P work-in- progress) and other forms of quality stock control.  It also excludes other automobiles firms.

1.7   AIMS AND OBJECTIVES
The aims and objective of this work is that when, the system becomes operational it will.
1.  Permit on-line-time data storage and information retrieval
2.  Save the production time per section and as such ensure customer satisfaction   
3.  Increase the operational efficiency and accuracy
4.  Reduce stock redundancy or inherent in the manual system.
5.  Generate consistent, Accurate, timely, and effective stock control towards profit making and
6.  Reduce the operational costs

1.8   LIMITATION OF THE STUDY
Various factors hindered the realization of objective of this work.  Among these are:-
1.  Few computer centres in the institute has front-page application used in running this program.  This in due to other student too uses the centers for their project.
2.  Getting the intention of the managers is a very big test.
3.  Obtaining necessary information and approved from the production manager of the central spare parts department was not easy for me at most of his information requiring are regarded as company secrets.
4.  This work was financially oriented b/c the money spend on transporting my self from home to ANAMMCO has the amount paid for computer time was too much.

1.9   DEFINITION OF TERMS
1.  Lead or procurement time:  This is the period of time expressed in days, week’s months etc. between ordering and replenishment ie leathern goods are available for use.
2.  Demand:  This is the amount or quantity required by sales, production etc. per week, month or year etc.
3.  Economic ordering quantity (EOQ):  This is the calculates ordering quantity which minimize the balance of costs between inventory holding cost and recorder costs.
4.  Physical stock:  This is the number of items physically in stock at a given time.
5.  Minimum or safety stock:  This is a stock allowance to cover errors in re casting the lead time or demand during the lead-time.
6.  Maximum stock level:  This is the stock level selected as maximum desirable which is used as an indicator to show that stock have risen too high.
7.  Recorder level:  This is the level of stock of which further replenishment order should be proud.  It dependent upon the lead-time and the demand during the lead-time.
8.  Recorder quantity:  This is the quantity of the replenishment order. In some types of inventory control system it is the EOQ.

DESIGN AND IMPLEMENTATION OF A COMPUTERISED ONLINE EXAMINATION SYSTEM FOR STAFF RECRUITMENT

CHAPTER ONE
An online examination system for recruitment of staff is a web application that establishes a network between the organization and applicants. The organization enters on the site the questions they want in the exam. These questions are displayed as a test to the eligible students. The answers inputted by the applicants are then evaluated and their score is calculated and saved. This score then can be accessed by the inst to determine the passes students or to evaluate their performance. Online Exams System provides the platform but does not directly participate in, nor is it involved in any tests conducted. Questions are posted not by the site, but users of the site.
According to Yu, Hsiao and Cho (2014), online examinations are convenient, and fast. Online examination has three main purposes:
  1. To allow test-takers at different places to take the test at the same time through the online examination website.
  2. Through careful planning and proper coding, enable tests, grading and to check results on the website.
  3. To integrate database with the program, allowing teachers easy addition of questions and creation of tests.
The formulation of questions for a test is often treated with doubts and suspicions. In a typical online examination system, the questions are strict and set with care. Although the exam questions is in the multiple choice format (objectives), the questions are chosen at random. All students have the same questions but the order of questions is different. Since the order of the question differs on each computer, the motive in students to cheat is reduced. Cheating at examinations is unacceptable. It is common knowledge that people are likely to cheat in a network environment but this is wrong as cheating at examinations is unacceptable as it affects the fairness of an examination. This situation implies that to overcome the tendency to cheat is the major challenge in online examinations. Despite the pitfalls, online examination is very important and useful as it breaks the barrier of distance and different geographical location. Applicants from all over the world can access the system thereby giving the examiners a good chance to identify highly intelligent prospective staff.
Every organization is made up of employees, and before employees are recruited, information pertaining to them is obtained, processed and analyzed after they have applied to determine their qualification for employment into a given position. For every position, there are certain skills and qualifications needed. The performance of the individual is a function of employee ability, motivation and opportunity (Boxall & Purcell, 2003).
Short-listing of employees also known as Recruitment and selection, forms a core part of the central activities underlying human resource management: namely, the acquisition, development and reward of workers. It forms an important part of the work of human resource managers – or designated specialists within work organizations. It has an important role to play in ensuring worker performance and positive organizational outcomes. It is often claimed that selection of workers occurs not just to replace departing employees or add to a workforce but rather to put in place workers who can perform at a high level and demonstrate commitment. Â  Recruitment is important for organizations since it performs the essential function of drawing an important resource, human capital, into the organization (Boxall & Purcell, 2003; Parry & Tyson, 2008;). It has a strategic aim as it focuses on the need to attract high-quality people in order to gain a competitive advantage (Parry & Tyson, 2008; Malinowski et al, 2005). Recruiting people with the right abilities reinforces the organizational goals (Boxall & Purcell, 2003).
Conducting examination before employees are recruited is very important as their level of success in the exams will reflect their level of competence or ability. Online examination widens the spectrum for organizations to reach out to more applicants and to get the best. It is on this premise that this research study is set to examine the design and implementation of an online examination system for recruitment of staff.

1.1 Statement of Problem
Many organizations do not have competitive personnel and this negatively affects the productivity and image of the organization. In addition, there is no effective structure to recruit staff that is able to stand up to the responsibility of their duties. Many organizations still adopt the manual method of recruiting and the applicants are limited to those in their immediate environment. Also, many applicants find it difficult to get to the examination centers due to distance and high cost of transportation. Organizations are unable to reach out to a wide spectrum of applicants so as to be able to recruit the best employees. The traditional examination for recruitment is usually characterized by cheating which hampers the credibility of recruited employees. There is need for a more effective system that is able to reach out to a wider spectrum of employees, breaking the barrier of distance and cost and thereby promoting the recruitment of well qualified staff.

1.2 Objectives of the study
The following are the objectives of the study;
  1. To design and implement an online examination system for the recruitment of staff.
  2.  To identify the structure/characteristics of an online examination system for staff recruitment.
  3. To identify the benefits of an online examination system for the recruitment of staff.
  4. To find out the challenges/disadvantages of the adoption of online examination system for the recruitment of staff.
1.3 Significance of the study
The significance of the study is that it will bring to light the relevance of adopting online examination system for employee short-listing or e-recruitment system and the need for its adoption  by organizations. It will help organizations solve the present challenges they are facing in attracting eligible and professional employees by providing a software system that processes the application of different applicants. It will also save them time and cost of recruiting. In addition, other scholars seeking for valuable information on the subject will find this research material relevant.

1.4 Scope of the Study
This study covers the design and implementation of an online examination system for the recruitment of staff.

1.5 Organization of Research
This research work is organized into five chapters. Chapter one is concerned with the introduction of the research study and it presents the preliminaries, theoretical background, statement of the problem, aim and objectives of the study, significance of the study, scope of the study, organization of the research and definition of terms.
Chapter two focuses on the literature review, the contributions of other scholars on the subject matter is discussed.
Chapter three is concerned with the system analysis and design. It presents the research methodology used in the development of the system, it analyzes the present system to identify the problems and provides information on the advantages and disadvantages of the proposed system. The system design is also presented in this chapter.
Chapter four presents the system implementation and documentation, the choice of programming language, analysis of modules, choice of programming language and system requirements for implementation.
Chapter five focuses on the summary, constraints of the study, conclusion and recommendations are provided in this chapter based on the study carried out.

Online: Refers to a system connected to the internet that can be accessed remotely from any part of the world.
Examination: A test designed to assess somebody's ability or knowledge in a particular subject or field
Employment – the condition of working for pay
Application - a formal and usually written request for something such as a job, a grant of money, or admission to a school or college
Short-list - to put somebody or something on a final list of candidates for a position or award
Recruitment - to enroll somebody as a worker or member, or to take on people as workers or members
Human resources - the field of business concerned with recruiting and managing employees
Management - the organizing and controlling of the affairs of a business or a sector of a business

The analysis reveal the aim and objective which is to examine the relationship between independent variable (X) and dependent variable (Y),i.e the relationship between the income and the expenditure and also predict for both their income and expenditure in years to come and It also states ways of improving the company services by applying different technique that has been stated in the recommendation.

INTRODUCTION
1.0 BACKGROUND OF THE STUDY
The Bureau’s studies of family living conditions rank among its oldest data-collecting functions. The first nationwide expenditure survey was conducted during 1888-1891, to study worker’s spending patterns as elements of production costs. With special reference to competition in foreign trade, the survey emphasized he worker’s role as a producer rather than as a consumer. In response to rapid price changes prior to the turn of the 20th century, a second survey was administered in 1901. The resulting data provided the weight for an index of prices of food purchased by workers that was used until world war 1, as a deflator for workers income and expenditure. The third survey conducted during 1917-1919, provided weights for computing a cost of living index (CPI). The bureau conducted its next major survey, covering only urban wage earners and clerical workers, dining 1934-1936, primarily to revise CPI weights.
During the Great Depression of the 1930, the use of consumer expenditure surveys extended from the study of the welfare of selected groups to move general economic analysis. Concurrent with its 1934-1936 investigation, the Bureau cooperated with four other federal agencies in a fifth survey, the 1935-1936 study of consumer purchases, which presented consumption estimates for both urban and rural segments of the population.
A sixth survey, in 1950, covered only urban consumer this survey was an abbreviated  version of the 1935-1936 study. A seventh survey, the 1960-1961 survey of consumer Expenditure, once again included both urban and rural families and provided the basis for revising the CPI weights, while supplying material for broader economic, social and market analysis.
